Job Description:

The Director of Human Resources is responsible for the development and implementation of Catholic Charities Human Resource functions including but not limited to employment, compensation, benefits, training, affirmative action and employee relations. This position reports to the Chief Financial Officer and serves as a senior consultant to the Chief of Operations and the Leadership and Management Team on all matters pertaining to human resource management, and ensures Agency wide compliance with public and Agency policy pertaining to human resources. In addition, the Director of Human Resources provides assistance to program directors and supervisors in developing, communicating, and carrying out the Agency's personnel policies. The Director of Human Resources serves as staff to the Personnel Committee of the Board of Trustees. SPECIFIC RESPONSIBILITIES/ DUTIES:

  • Administer the job classification system of the Agency and recommend changes
  • Plan, formulate, and update general Agency personnel policies
  • Ensure Agency compliance with all federal, state, and local employment laws and regulations
  • Oversee the administrative protocol for recruitment, interview, testing, selection, placement, and orientation of new employees and continuing Agency employees. Orientation and training must include a focus on the mission of this sectarian Catholic Agency and the social teachings of the Church which guide us in our work
  • Develop and coordinate education, training, and development programs within the Agency
  • Oversight of payroll processing
  • Develop and oversee implementation of a plan to include staff events and service recognition programs
  • Ensure Agency compliance with personnel requirements set forth in program contract agreements
  • Monitor application and compliance with Agency affirmative action plan
  • Coordinate and oversee the classification, appraisal, transfer and promotion of employees
  • Consult with senior management regarding retrenchment, recall, and termination of employees
  • Coordinate communication and ensure compliance with Agency grievance procedures and recommend changes to ensure just treatment of employees as--appropriate
  • Oversee the administration of employee compensation and benefit plans; ensuring accurate and timely disclosure of information, reports, and payments concerning--employee benefits in close collaboration with the Finance Department
  • Continually assess and make appropriate recommendations to ensure that benefits and compensation packages remain competitive
  • Oversee and administer personnel data base and all personnel records to ensure they are appropriately and consistently maintained in a standardized manner consistent with Agency policy, legal requirements and accreditation standards. Audit files as appropriate to ensure compliance
  • Develop and oversee implementation of Agency Human Resources Strategic Plan
  • Collects and analyzes human resource data and prepares all reports and documents as needed
  • PQI Functions:
    • Strengthen and build organizational capacity through the development and implementation of effective data collection systems that are used for analyzing and the interpretation of outcomes and trends related to program and administrative services
    • Analyze and evaluate progress toward achieving the agency's strategic goals and objectives
    • Evaluate operational functions that influence the agency's capacity in the delivery of programs and administrative services
    • Use results of data to inform decision making
    • Identify and mitigate risk
    • Performs related duties as required Qualifications
      • Master's degree or equivalent in Human Resources, Business or Organization Development
      • Ten plus years of progressive leadership experience in Human Resources positions. Non-- profit experience preferred
      • Specialized training in employment law, compensation, organizational planning, organization development, employee relations, safety, training, and preventive labor relations, preferred
      • Active affiliation with appropriate Human Resources networks and organizations and ongoing community involvement, preferred
      • Possess ongoing affiliations with leaders in successful companies and organizations that practice effective Human Resources Management COMPETENCIES:
        • Broad base of technical knowledge and skills relevant to human resource administration in non-profit environment
        • Knowledge in design, implementation and on-going use of automated information management systems
        • Excellent writing, analytical, and problem-solving skills. Relevant experience in policy development and writing
        • Excellent planning, organizational, administrative, supervisory, and budget-management skills
        • Ability to deal effectively with a wide range of staff, as well as job applicants and outside organizations, frequently regarding highly sensitive personal, financial and/or legal matters.
