-C invites applicationsfor the position of: Controller Salary : $78,650.26 - $101,121.80 Annually Department: Finance Opening Date : 03/02/22 Closing Date: 03/23/22 05:00 PM Description Vacancy is in the Accounting andControl Division of the Finance Department.Under supervision, assists in the administration and direction of allaccounting operations for the City of Hartford . Plansand administers central accounting for the City and oversees the preparation ofall financial reports . Manages and directs the operations of accounting,pre-audit and payroll. Plans and oversees the preparation of AnnualComprehensive Financial Report . Ensures adherence to Governmental Accounting, Auditingand Financial Reporting Standards . Maintains the centralized accounting and financialmanagement systems . Maintainsthe integrity of the financial system, security levels and controls . Participates inplanning the general policies and programs for the overall financial managementof the City . Supervisesactivities of pre-audit, payroll and accounting . Schedules,assigns and reviews the work of subordinate personnel. Performs related work as required . This is a HMEA unionposition. The hours of work for this position are 40 per week and the abovesalary includes 5% in lieu ofovertime. KNOWLEDGE, SKILLS& ABILITIES: The examination may include a writtentest, a performance test, an oral test, a typing test, or a combination thereof . All parts of theexamination, includingtests andratings, will be related totherequirements of the position . Theexamination is designed to measure: Knowledge of Government Accounting,Auditing and Financial Reporting Standards; Knowledge and skills to oversee themanagement of an automated financial management system; Ability to organize andpresent clear and comprehensive oral and written reports; Ability to establishand maintain sound governmental financial practices; Ability to coordinate , supervise, train , andexpedite the work of a large professional staff in the performance of majoraccounting functions . Physical Demands and Working Conditions Work isperformed primarily in an office environment with some travel to differentsites . QUALIFICATIONS: Open to all applicants who meet thefollowing qualifications: Bachelor'sDegree with major course work in accounting, financeor businessadministration and Five (5) years of responsible professional accountingexperience including three (3) years in a supervisory capacity . Master's degree in businessadministration with a concentration in accounting or finance may be substitutedfor one (1) year of the experience requirement. Additional coursework or experience in computer-relatedsubjects is desirable . A COPY OF YOUR DIPLOMAOR TRANSCRIPT MUST BE SUBMITTED WITH YOURAPPLICATION. A DIPLOMA OR TRANSCRIPT SUBMITTED WILL BE VERIFIED BY THE HUMANRESOURCES DEPARTMENT. HARTFORD RESIDENCY PREFERRED. Preferably be a bona-fide resident of theCityof Hartford at the time of application. A completed CITY OF HARTFORDRESIDENCY AFFIDAVIT including proof of residency as indicated on the RESIDENCYAFFIDAVIT may besubmitted .
