DESCRIPTION:Vacancy is in the Department of Finance. Under general
supervision,plans, coordinates and supervises a major financial
accounting function of adepartment. Performs a variety of difficult
professional accounting work andmaintains financial records of a
highly technical and involved nature. Assignsand evaluates work of
subordinate professional and clerical accountingemployees, and
provides training as needed. May assist in training employees
ofother departments involved in specified accounting function.
Prepares andrecommends procedures regarding problems of work or
procedures in accounting.Supervises the examination of a variety of
accounting documents for conformancewith law and established
procedures and regulations. Reviews and directs theformulation and
compilation of reports. Balances at designated intervalsaccounts in
assigned area to ensure validity of controls. Maintains the
custodyof specific records, files and information. Reviews
accounting practices andprocedures and makes recommendations for
their improvement. The above essentialduties and responsibilities

duties asrequired.This is a HMEA Unionposition. The hours of this
position are 40 per week and the above salaryincludes 5% in lieu of
overtime. KNOWLEDGE, SKILLS &ABILITIES: The examination will
consist of rating your training and experience ascontained on your
application and may also include a written test, an oral testor
both. All parts of the examination, including tests and ratings,
will berelated to the requirements of the position. The examination
is designed tomeasure Knowledge of: accounting theories and
practices governing Cityfinancial matters, especially as they
relate to municipal financial operation;laws, ordinances and
regulations governing City financial matters; dataprocessing
applications to the accounting system; and the Ability to
supervise,train, coordinate and expedite the work of a moderate
size staff; performdetailed work using statistical and financial
data; interpret complexstatistical and financial statements; devise
and install account procedures andsystems; prepare comprehensive
and concise oral and written reports; maintaincooperative working
relationships with City officials, employees and thepublic;
supervise the work of subordinatepersonnel.Physical Demands and
Working Conditions:Work is performed primarily in an office
environment with some travel todifferent sites. Incumbent may be
required to work a flexible scheduleincluding evenings and
weekends.QUALIFICATIONS:Open to all applicants who meet the
following qualifications:Graduation from a recognized college or
university with major course workin accounting AND Four (4)years of
increasingly responsible accounting or financial
managementexperience, including at least one year of lead or
supervisory experience.HARTFORD RESIDENCY PREFERRED: Preferablybe a
bona-fide resident of the City of Hartford at the time of
application. Acompleted CITY OF HARTFORD RESIDENCY AFFIDAVIT
including proof of residency asindicated on the RESIDENCY AFFIDAVIT
may be submitted.A COPY OF YOUR DEGREE ORTRANSCRIPT MUST BE
