Job Description:

Under the administrative direction of the City's ChiefOperating Officer (COO), directs and coordinates city-wide management andbudget efforts and grants; develops the budget and, identifies budgetary andmanagement improvements in the delivery of municipal services within limitedresources; assiststhe COO in resolving problemsassociated with operational issues; supervises the conduct of research projectsand studies on organizational and procedural problems and practices; directsthe grants office and is responsible for grants management and controls; and monitorsCity management systems. DISTINGUISHING CHARACTERISTICS This position is in the unclassified service and incumbentis appointed and serves at the pleasure of the Mayor accordance with ChaptersIV and V of the City Charter. As anunclassified, non-union employee, you must establish Hartford residency withinsix (6) months of date of hire and you are required to maintain Hartfordresidency for the duration of your appointment or as maybe amended by CityCharter. This position reports to theChief Operating Officer. ESSENTIAL DUTIES AND RESPONSIBILITIES Oversees and directs the creation of the City's annualbudget for both the General Fund and for all Grants. Directs the development ofthe financial Strategic Plan. Initiates and directs management studies and researchprojects identifying and solving City departments' organizational andprocedural problems and improving departmental practices. Reviews and monitors the work performed by differentdepartments using data driven measures. This includes revenues, expenses andthe daily operations of City government. Provides direction and advice to the Mayor's Office formaking key changes in planning of various issues and business decisions. Plans and directs the conduct of comparative analyses of themanagement and budgetary practices of other governmental jurisdictions and theCity of Hartford. Supports the COO as mediator for conflictresolution among various departments and in handling team building activitiesand motivating department heads to give quality performance. Supports the COOin the areas of recognition and coaching/corrective practices to alignpersonnel with the City's goals. Oversees and directs the Central Grants Office whichprovides professional and technical assistance to City departments for all Citygrants. Maintains control over spending for all City departments. Overseesand directs the Management and Budget Services staff working with DepartmentHeads to insure their understanding of the compliance with the goals andobjectives of the City's strategic initiatives and annual budget. Initiates and directs procedures for the control of Cityrevenues and expenditures. Establishes and directs a performance monitoring systemencompassing the General Fund and grant-funded activities focusing on theattainment of goals and objectives within the Financial Management System. Plans and directs a training program for the professionaldevelopment of the Management and Budget Services and Grants Office staff. Performsrelated work as required. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of

  • Advancedprinciples, practices, and techniques of municipal management.
  • Theprinciples, practices, and techniques of public administration related tothe progressive management of state and local governments.
  • Cityand State laws as they pertain to the powers and practices of the City;
  • Advancedgovernmental budgetary processes and methods of financial administration. Ability to
    • Analyzeadministrative systems and practices, to identify difficult organizationalproblems and to recommend solutions leading to improved service delivery.
    • Presentwritten and verbal presentations with clarity and logic.
    • Establishand maintain effective working relationships with municipal officials,department heads, employees and the general public.
    • Planand supervise the work of subordinate staff and to originate and pursuethe professional development of subordinate staff members. MINIMUM QUALIFICATIONS Master's degree in Business Administration, PublicAdministration or a closely related field from an accredited college oruniversity and ten years of increasingly responsible experience in budgetdevelopment and control.
