We are committed to ending homelessness by empowering women, families, and others in Greater Hartford to achieve independence and stability in their community by providing housing and supportive services.Job Summary:The Program Director is responsible for the development and delivery of a range of clinical and community-based support services and overall oversight of the daily operations of assigned programs. This includes, but is not limited to, provision of supervision and support of direct care staff, staff orientation and training, ongoing monitoring of records, and coordination of services with other community agencies. This is an on-call position responsible for crisis management as needed. This position is responsible for the following areas:

  • Program Management

  • Community RelationsDuties & Responsibilities:
    • Supervise all aspects of MHSC and MSP Permanent Supportive Housing programs by setting and meeting departmental goals and objectives. Provide effective decision-making regarding building, programmatic, staff, and client/tenant issues with the overall goal of helping each client remain stably housed
      • Develop, plan, and implement strategies to manage program growth and ensure sustainability of programs. Regularly review and recommend changes in program services to meet client needs.
      • Evaluates existing contracts for compliance, monitoring, and reporting. Provide oversight of program evaluation and quality assurance functions for programs including assessment of applicable legal and professional requirements. Monitor compliance with evidence-based practices.
      • Develops and supervises the implementation of operational policies and procedures for programs and services provided. Completes all reports and correspondence for the program.
      • Provides clinical program oversight and support to managers and team supervisors.
      • Work effectively with the Finance team to monitor revenue and expense budget for programs.
      • Maintains systems of required statistical data and reports, including monitoring of Homeless Management Information System (HMIS).
        • Supports, supervises, evaluates, and reviews the performance of program staff as appropriate. Provides leadership which supports, challenges, and inspires staff and clients
        • Foster and maintain a program culture that is aligned with the housing first approach and Mercy's/MSP mission statement and core values
        • Work effectively and efficiently with Quality Assurance Director to ensure program requirements with grants, contracts, and all Homeless Management Information System (HMIS) are maintained
        • Maintain excellent communication with Property Management to ensure staff and tenants resolve housing matters in a timely manner
        • Maintain a strong, positive image for the program and establish effective relationships with community partners and external stakeholders
        • Plan and facilitate team meetings
          • Attends and participate in presentations at meetings, conferences, seminars, and training as appropriate.
            • Perform other related duties as assigned.Supervisory Responsibilities

              • Assists in the coordination of case management services with Supervisors in all programs.

                  • Master's Degree in social work or related field plus at least three (3) years' experience in the mental health or related field. Experience in homeless system of service preferred.
                  • Proven ability to lead and manage a diverse staff utilizing effective interpersonal skills. Proven ability to work with clients of diverse background.Position Requirements:
                    • Significant experience in supportive housing, homeless services, and/or other affordable/subsidized housing; hands on experience in housing first strongly preferred
                    • Minimum of 8 years' supervisory and managerial experience
                    • Proficiency managing government grants and contracts
                    • Strong commitment to serving vulnerable populations and to the housing first approach; prior experience implementing housing first programs preferred
                    • Superior conflict resolution and oral and written communication skills, including presentation skills
                    • Computer proficiency
                    • Ability to present information effectively to top management, public groups, and/or boards of directors
                    • Ability to respond to common inquiries or complaints from consumers, funders, or members of the community
                    • Proficiency with database program (HMIS), and Microsoft Office SuiteCertificates and Licenses
                      • Valid driver's license, clean driving record and proof of current automobile insurance, and reliable transportation required.
                      • LCSW license required.
                      • Proof of COVID-19 Vaccination required.Salary
                        • Will commensurate with experience, between $70,000-$80,000
