individual for the position of Director of Electronic Health Record
Ancillary Applications---(PCN 138398) to join our team with DMHAS
Office of the Commissioner. This position will lead and direct the
DMHAS Electronic Health Records team, and will require limited out

Monday - Friday\r Work Hours: Full-time, 40 hours per week\r Work
Shift: First shift, 8:00 a.m. - 4:30 p.m.\r Location:---410 Capitol
Ave, Hartford, CT\r\rThis position is eligible for partial
telecommuting and flexible scheduling, dependent on program
needs.\r\r\r\rWHAT YOU'LL BE DOING:\r\r\r\r\r Oversees the billing,
scheduling, revenue, and health information and utilization
management modules of the EHR.\r Ensures engagement of their
assigned team and the community for the project\r Provides system
specifications.\r Oversees the implementation and maintenance of
the assigned modules.\r Organizes and coordinates efforts to ensure
successful deployment and on-going use of their assigned EHR
systems.\r Plans and directs schedules and project budget.\r
Manages EHR application analysts and works collaboratively with
subject matter experts at each of the eight state operated DMHAS
facilities.---\r Supports the analysis of clinical/business
requirements related to applications.\r Facilitates communication
between IT and clinical and operational teams.\r Communicates with
the vendor.\r Applies project planning and project management
methodologies.\r Coordinates with third party vendors and manages

(NATURE OF WORK)In the Department of Mental Health and Addiction
Services this class is accountable for directing the development,
implementation and monitoring of statewide behavioral health
systems.\r EXAMPLES OF DUTIES\r\r\r Directs staff and operations of
statewide state-operated and contracted behavioral health care
services;\r Provides technical and/or administrative oversight of
program management activities of departmental regional offices and
facilities;\r Oversees and participates in development, analysis,
planning, implementation, evaluation and coordination of department
policies, actions and programs as they relate to purchase of
services;\r Oversees fiscal management of all grants and contracts
and audit compliance by grantees;\r Implements and manages direct
program initiatives as required;\r Coordinates licensing and

General Experience must have been at a managerial level with
responsibility for fiscal and administrative management of
behavioral health care services or programs on a system wide
basis.\r MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED\r \r
College training may be substituted for the General Experience on
the basis of fifteen (15) semester hours equalling one-half (1/2)
year of experience to a maximum of four (4) years for a Bachelor's
degree.\r \r \r \r A Master's degree in public or health care
administration, business administration with specialization in
health services or hospital administration, social work or in a
related health care discipline may be substituted for one (1)
additional year of the General Experience.\r \r\r PREFERRED
QUALIFICATIONS\r Possession of a Master's Degree in Public
Administration, Business Administration, Healthcare Administration,
or Finance\r Experience leading a health-care finance team\r
Experience using Microsoft Office applications\r Experience using
an Electronic Health Record (EHR)\r Experience with the healthcare
billing process\r Experience in medical coding\r Experience in
meeting regulatory requirements\r\r SPECIAL REQUIREMENTS\r\r\r
Incumbents in this class may be required to possess and retain a
current license in one of the following areas: clinical social
work, marital and family therapy, professional counseling, clinical
psychology or registered nurse.\r Incumbents in this class may be
