Job Description SummaryAdministrates and directs all activities
and functions of the Respiratory Care Department, Pulmonary
Function Laboratory, Neurodiagnostic, and Pulmonary
Rehabilitation.Job DescriptionESSENTIAL FUNCTIONS
1. Under the direction of the VP/Clinical and Ancillary Services,
provides administrative and technical direction to the Respiratory
Care, Neurodiagnostic Service , Pulmonary Function Laboratory and
Pulmonary Rehabilitation services. Provides administrative
direction to Biomedical Services. Reviews recent developments in
the field and develops procedures to implement new techniques.
Establishes, reviews, updates and directs, as necessary, program of
quality control. Maintains and develops on-going therapy programs.
Coordinates with Respiratory, Neurodiagnostic, and PFT for
interpretative assistance. Responsible for short and long range
planning to ensure the Hospital's and department's objectives are
achieved. Develops and maintains performance improvement policies
and plans.
a. Improved techniques and procedures are evaluated annually.
b. Attends seminars pertaining to current trends in Respiratory
Care at least annually as documented by records.
2. Develops, establishes and administers training and orientation
programs for nurses, students, therapists, etc.; coordinates with
In-Service Education personnel as necessary.
a. Submits performance improvement reports on the scope of services
activities quarterly.
b. Updates programs at least annually.
c. Performs all required functions as the general manager of the
Blood Gas Labs as required by C.A.P.
d. Develops and maintains performance improvement needs and
evaluates them annually.
e. A plan of action will be submitted/implemented for all
studies/monitors not reaching compliance targets on a quarterly
basis.
3. Personally conducts departmental and Hospital training sessions;
monitors and evaluates progress.
4. Directs administrative control of the department. Prepares and
submits operating budgets and provides review assistance. Assists
in determining proper charge schedules for services rendered.
Establishes programs and coordinates schedules to assure Hospital's
compliance with licensing or other regulatory agency's
requirements. Analyzes equipment usage sources. Provides liaison
with Respiratory Care Equipment suppliers. Establishes and directs
the maintenance of all departmental records, data, etc. Submits
official Hospital forms for necessary approval. Supervises assigned
personnel, performs hiring and discharging, participates in
performance review, establishes departmental schedules, etc.
a. Schedules and monthly reports are completed monthly.
5. Is responsible for department's operational excellence; assures
department delivers quality services in accordance with applicable
policies, procedures and professional standards.
a. Manages all activities so that quality services are provided in
an efficient and effective manner, as observed by the VP.
b. Services provided meet all applicable regulatory
requirements.
c. Maintains an effective performance improvement program as
evidenced by reports.
d. Performance improvement program meets JCAHO, CAP and other
regulatory agency requirement standards as evidenced by review.
e. Maintains departmental productivity measurements.
f. Directs department activities in a manner consistent with
organization-wide programs and procedures.
g. Establishes department policies and procedures that reflect the
organization's standards.
6. Manages human resources to assure quality services and promote
positive employee relations.
a. Consistently and fairly implements human resources policies.
b. Maintains effective and appropriate staffing by monitoring
employee turnover, overtime and absenteeism.
c. Employee performance appraisals are completed thoroughly and
submitted on time.
d. Follows human resources policies to implement progressive
discipline, when necessary.
e. Collaborates with human resources on the recruitment and
selection of qualified employment candidates, following all
policies, guidelines and applicable laws.
f. Develops performance goals/objectives with each staff member to
promote maximum productivity, proficiency and professional growth,
as evidenced by written goals on performance appraisals.
g. Is recognized as a positive role model.
7. Is responsible for the fiscal management of Department; assures
proper utilization of organization's financial resources.
a. Develops department budget within designated deadlines according
to all budgetary policies and procedures.
b. Effectively utilized resources within established budget;
notifies Vice President of all variances anticipated, or occurred,
to maintain department services.
c. Adheres to procedures regarding acquisition of, and payment for,
goods and services, as evidenced by appropriate and timely
processing requisitions and invoices.
d. Recommends way to reduce expenditures and/or enhance revenues
without compromising quality of services.
8. Effectively communicates departmental, organization and industry
information to staff.
a. Attends organization's informational meetings, as evidenced by
attendance sheets.
b. Gathers, interprets, and delivers information to staff in a
timely fashion.
c. Assures staff understands information as evidenced by staff
compliance with, and participation in, hospital programs, seminars,
training and related activities.
d. Communication with staff is effective, resolving conflicts which
may hamper relations and productivity, as observed by manager.
e. Uses hospital communications resources to inform internal and
external audiences of departmental news/achievements/policies.
9. Attains all agreed to goals and objectives within specified time
frames, as part of the organization's overall mission.
JOB REQUIREMENTSMinimum Education - PreferredMinimum of a
Bachelor's degree preferred.Minimum Work ExperienceAt least five
(5) years in respiratory care with supervisory
