CLOSINGDATE: 10/04/2105:00 PM DESCRIPTION: Vacancy is in the
Payroll Division of the Finance Department. Under thegeneral
supervision, plans, coordinates and supervises the payroll
functionincluding technical supervision of payroll accountants and
clerks and othersinvolved in processing payroll. May plan,
coordinate, and oversee the work ofthe Payroll Division; assigns,
trains, and evaluates subordinates. Supports andbacks up
Supervising Payroll Manager. Prepares and recommends
payrollprocedures to the Supervising Payroll Manager. Works closely
with the HumanResources Departments of the City and Library, and
the Pension Unit to ensurethat payroll procedures are consistent
with applicable personnel rules andregulations, City of Hartford
Municipal Code and Charter, and collectivebargaining contracts.
Works closely with the Treasurer's office for the paymentof
employees, payroll vendors and Federal and State taxes. Reviews
accuracy ofpayrolls, including shift differentials payments, annual
increases, collectivebargaining increases, retirement calculations,
workers' compensation benefitsand other benefit payments. Assists
with processing all year-end tax reporting.The above essential

The hours of this position are 40 per week and the abovesalary
includes 5% in lieu ofovertime. KNOWLEDGE, SKILLS & ABILITIES: The
examination will consist of rating your training and experience
ascontained on your application and may also include a written
test, an oral testor both. All parts of the examination, including
tests and ratings, will berelated to the requirements of the
position. The examination is designed tomeasure Knowledge of:
Payroll processing procedures; Governmental accountingprinciples
and practices as applied to payroll activities; Federal and
Statelaws and regulations related to payroll matters, including
workers'compensation,, unemployment
compensation,wagegarnishment,FICAandIRSstandards.Theabilityto:Interpretandapplycomplexpayrollpolicies
andprocedures, including application of collective bargaining
provisions;Supervise and evaluate staff; Establish and maintain
effective workingrelationships with staff and other department
officials; Work under timeconstraints and pressures; Express
oneself clearly and concisely, orally and inwriting. Physical
Demands and Working Conditions: Work is performed primarily in an
office environment with some travel todifferent sites. Incumbent
may be required to work a flexible scheduleincluding evenings and
weekends. QUALIFICATIONS: Open to allapplicants who meet the
following qualifications: Bachelor's degree from an accredited
college or university with a majorin public administration,
business administration or a closely related field, AND two (2)
years of increasinglyresponsible payroll experience or an
equivalent combination of training andexperience. HARTFORD
RESIDENCY PREFERRED: Preferablybe a bona-fide resident of the City
of Hartford at the time of application. Acompleted CITY OF HARTFORD
RESIDENCY AFFIDAVIT including proof of residency asindicated on the
RESIDENCY AFFIDAVIT may be submitted. A COPY OF YOUR DEGREE
ORTRANSCRIPT MUST BE ATTACHED TO YOUR APPLICATION. A DEGREE OR
