We provide birth control, abortion, gender-affirming care, STI testing and treatment, HIV testing and referral, and other preventive health services.
POSITION SUMMARY:The Human Resources (HR) Manager is responsible for overseeing HR operations, ensuring compliance with employment laws, and fostering a positive workplace culture at our sexual and reproductive health organization which includes 30 employees across three health centers. This role leads key HR functions, including employee relations, performance management, benefits administration, and recruitment while aligning HealthQ's mission and values with HR strategies.
ESSENTIAL DUTIES AND RESPONSIBLITIES:
Employee Relations & Culture

  • Serve as a trusted advisor to employees, managers and directors on employee engagement and HR-related matters.
  • Promote an inclusive, diverse, and equitable workplace aligned with HealthQ's values.
  • Address and resolve employee concerns, conflicts, and grievances in a fair and timely manner.
  • Support leadership in fostering a culture of accountability, engagement, and professional growth.
  • Facilitate the planning and execution of employee appreciation events and activities. Recruitment & Onboarding
    • Oversee full-cycle recruitment process, including job postings, sourcing qualified candidates, conducting interviews, and offer negotiations.
    • Partner with hiring managers to develop and execute effective recruitment strategies.
    • Facilitate new hire onboarding and orientation to support employee success.
    • Participate in workforce planning including scalable growth and succession planning. Performance Management, Development & Retention
      • Guide managers in implementing performance management practices, including goal-setting and evaluations.
      • Train, coach, and support managers to navigate HR-functions including performance evaluation, training, accountability / adherence to policies, promotion, and separation.
      • Provide coaching and guidance to employees on career growth opportunities.
      • Collaborate with managers to update job descriptions across the agency as needed and implement a system for periodic review and updates to descriptions.
      • Support leadership in developing training and professional development programs.
      • Act as an objective third-party in conflict situations and communicate to executive leadership any circumstances that may raise legal issues for the organization.
      • Identify, analyze, and initiate appropriate actions to resolve any unsatisfactory pattern of employee turnover.Compliance & HR Policies
        • Ensure compliance with federal, state, and local employment laws and regulations.
        • Maintain and update HR policies, procedures, and the employee handbook as needed.
        • Ensure policies and procedures are reviewed with an equity-centered lens.
        • Support investigations related to workplace issues, ensuring equitable and legally compliant resolutions.
        • Participate in and conduct routine compliance audits. Compensation, Benefits & HR Operations
          • Oversee benefits administration, including open enrollment, leave management, and employee support.
          • Serve as the primary point of contact for employees regarding benefits, leave policies, and workers' compensation claims, providing guidance and support as needed.
          • Periodically review HealthQ's salary scales and benefits plan for consistency and competitiveness.
          • Manage HR systems and maintain accurate employee records.
          • Monitor and analyze HR metrics to drive data-informed decision-making.
          • Manage, maintain, evaluate, and improve HRIS and LMS systems.
          • Participate in budgetary discussions and forecasting related to salaries and benefits. Payroll Processing:
            • Ensure timely and accurate payment of employee wages and benefits.
            • Process employee time and attendance data for payroll purposes.
            • Prepare and distribute paychecks and direct deposits.
            • Maintain accurate payroll records and reports.
            • Process payroll changes, such as new hires, separations, and pay adjustments.Other Responsibilities

                Requirements:Experience/Skill RequirementsThe following requirements and skills are considered essential:
                • At least five (5) years of progressive HR specific experience with at least two (2) years of leadership / supervisory experience.
                • Working knowledge of federal and state employment laws/regulations, payroll regulations, and HR best practices.
                • Utilization of an equity-centered approach to people operations and human resources.
                • Experience handling sensitive employee relations matters with discretion and professionalism.
                • Commitment to reproductive health care, equity, and social justice.
                • Ability to manage complexity and ambiguity.
                • Demonstrated proactive approach, problem-solving ability, and strong ethical standards.
                • Strong attention to detail and accuracy.
                • Excellent organizational and communication skills.
                • Ability to work independently and as part of a team.
                • Proficiency in MS Office, HRIS systems and other HR technology.Education/Knowledge Requirements
                  • Bachelor's degree in Human Resources, Business Administration, or another related field.
                  • HR certification (PHR, SPHR, SHRM-CP, or SHRM-SCP) is preferred.
                  • Experience in a healthcare, nonprofit, or mission-driven organization.
                  • Bilingual preferred, especially Spanish.COMPENSATION AND BENEFITSCompensationThe compensation range for this position is $25.10-$31.38 per hour, which reflects the range for early to mid-career professionals. Starting salaries are primarily determined by years of experience a candidate brings to the role. HealthQ offers annual increases.
                    WORK SCHEDULE:This position works fully onsite. HealthQ's health centers are open Monday - Friday between 8:30 am - 7:30 pm. The position offers some flexibility in determining a work schedule that aligns with staff and organizational needs. Occasional early morning, evening, and weekend hours may be required based on organizational and project needs.

                    While performing the duties of this job, the employee is regularly required to utilize devices for data entry. The employee is frequently required to stand; sit; use hands to finger, handle, or feel and reach with hands and arms. The employee may occasionally be asked to lift up to 25 pounds. The vision requirements include: close vision, color vision and depth perception and the ability to read 10 point or larger type. The employee must be able to communicate in a manner understood by most people and must communicate effectively in English both orally and in writing sufficient to prepare and send reports, and to interact with staff and peers. The employee must be able to use customary office equipment and software.

                    While performing the duties of this job the employee is required to take normal safety precautions, such as avoidance of falls, etc. The employee is exposed to infection on a rare to occasional basis. The work area is adequately lit, heated, and ventilated. The noise level in the environment is moderate. Regular travel to conduct business is necessary.
